The City
Crossing Winnipeg International Design Competition/2004 is an
open single-stage multidisciplinary design competition initiated
by The City of Winnipeg. The site for City Crossing is a
four-block area defined by the intersection of Portage Avenue
and Main Street.
(Portage Avenue and Main Street are referred to in the Brief as
Portage and Main.) The site includes the intersection at ground
level as well as the concourse level below grade.
The objectives of the competition are to meld public and private
interests, leading to a public/private partnership for the
redevelopment of the site and its adjacent areas. Key
redevelopment issues include enhancing pedestrian and vehicular
connections within the downtown, pedestrian access to the
buildings and concourse, and reinforcing an appreciation of the
intersection's role as a historic, cultural and commercial
center in the city.
Generate rich and diverse designs that:
1. enrich the city's image, prestige, culture, building fabric
and economy by building upon the significance of the corner of
Portage and Main as the central intersection in Winnipeg – a
historically significant, symbolic, public and vital place
within the City:
2. connect the diverse areas of the downtown:
3. improve access to the site and the site's buildings both
above and below grade
4. promote development and downtown commercial viability:
5. envision an ecologically sustainable city:
6: encourage coexistence of vehicles and pedestrians.
City Crossing is sponsored by The City of Winnipeg and supported
by the owners at the buildings at the corners of this important
intersection: The Richardson Building, The Bank of Montreal, TD
Center, MTS, The Commodity Exchange Tower and The City of
Winnipeg.
The City, with the support of the neighboring property owners
intends to attempt to build the winning design for an
anticipated construction budget up to $10 million.
The Competition Brief provides general objectives and design
goals for the Design Competition. A Technical Advisory Team
Opinion Report (representing public interests) and a Stakeholder
Advisory Team Opinion Report (representing private interests)
are also provided to inform, guide and provide recommendations
to the competitors and Jury regarding the redevelopment of this
site.
